Alan Boxer, OBE, Managing Director, e Centre Top

Alan Boxer OBE is e CentreUK's Managing Director. An experienced company director, he has held senior positions with Procter & Gamble, EMI, and McDonnell Douglas. He has been a CEO for 25 years both in the music industry followed by ICT. Mr Boxer and e CentreUK remain committed to the activities of the Alliance, whose core values of 'trust' and 'confidence' reflect the concerns of e CentreUK's user members. Success of tScheme supports both values and remains a fundamental priority for the Alliance.



Trevor Butler, Managing Director, Nexus TSP Ltd. Top
Nexus TSP is part of the Aberdeen based Nexus Group of companies that offer business performance and assurance to the Oil & Gas sector worldwide.

I am an MBA, Managing Director of Nexus and former Competitive Development Director Main Board of John Wood Group Plc.

My work in developing proprietary methodologies for Market Positioning Analysis contributed to my appointment as Fellow of the Chartered Institute of Marketing; additionally my work in Information Management Strategy secured the UK National IT Industry 'Raising Standards' award.

I have led several large scale ($100M+) alliances in the Oil & Gas Sector. All involved the alignment of contracting and operator organisations to commercial risk and reward models based on the business performance of producing Asset Groups.

In direct Management Consultancy I have extensive experience of Project and Change Management in the Energy, Communications and Central Government sectors having worked with BP, AMOCO, Mercury Communications, Davy, Trafalgar House, AEA Technology, DHSS, and The British Colombian Securities Commission.

I am currently working on a new group venture in Silicon Valley involving partnerships with Verisign, Documentum, PeopleSoft and other contiguous market companies.

Elected to the board, I would ensure that tScheme was well represented both within the Scottish Business Community and specifically the UK & International Oil & Gas Sectors.



Alan Cox, Head of International Technologies, Vodafone Top
Importance of having mobile telecoms industry representation on the tScheme board:

Two devices capable of computation and communication are in widespread use: the PC and the mobile phone. While much e-commerce will undoubtedly take place from PCs, the mobile phone will also play a very important part, because (a) some applications require mobility, or are given much greater scope by mobility, and (b) the SIM/WIM (smart card) on the phone is well suited to play the rôle of a personal security token. If profiles and legislation fail to accommodate the realisation of trust architectures by mobile phone and SIM/WIM, an enormous opportunity for both businesses and consumers will have been missed.

Alan Cox has represented Vodafone, now the world's largest cellular operator on the GSM/SMG committee since 1986, latterly becoming vice-chairman until its replacement by 3GPP, and currently represents them on the 3GPP SA committee. For seven years he was chairman of the Services group SMG1, later 3GPP SA1. He is now Head of International Technologies, responsible within Vodafone Group world-wide for co-ordinating all GSM and UMTS standards-making. He is a member of the governing Board of ETSI and was earlier a Director of GSM Facilities Ltd.



Peter Dare, Manager, Trust Services Infrastructure Programme, IBM Top
I have worked for IBM UK for over 27 years. I manage IBM's Trust Services Infrastructure programme in Europe and I am a member of the Security Management Team which sets IBM's IT security strategy at a corporate level. I bring over fifteen years experience in the business, policy and technical aspects of IT security, and nearly three decades of experience in dealing with HM Government at all levels except the very highest.

In 1999 I was one of only two industry people that the Prime Minister appointed to the Cabinet Office encryption taskforce which confirmed the policy change that made tScheme's approach possible. I chaired the AEB committee which developed the idea behind tScheme. I led the preparation of industry's written evidence to the Commons Industry Committee, and appeared before the Committee to give the oral evidence which convinced first the Committee and then the Government to endorse industry leadership in this space. I even invented the name "tScheme". So, not only can I leverage IBM's determination to make tScheme a success, but I also bring to this task a strong personal commitment.



Terry Dirienzo, Barclays Bank Top
I have worked for Barclays for 30 years and for the last twelve I have led teams that concentrated on electronic delivery of information and payments. I am presently involved within Barclays and within the banking industry on projects aiming to deliver services based on trust and electronic signatures. I have over 7 years experience in working with other financial institutions under the APACS umbrella to deliver co-operative services to be used competitively in commercial ventures. I represent APACS on the Electronic Technical Group with the European Committee for Banking Standards (ECBS), an international group representing 17 financial European communities.

I would be able to use resources within Barclays to assist in delivering the necessary framework for tScheme to be successful and be able to tap into other financial communities for experience and expertise on other matters. Barclays has been pleased to be represented within tScheme from the formation of the interim Board.

Professionally I am an Associate of the Chartered Institute of Bankers, sit on the SWIFT [UK] Board and sit on the Electronic Commerce Group (ECG) at APACS. Socially I am a Director and Chairman of a local non-league soccer club.



Dick Emery, Group Electronic Commerce Manager, ICL plc Top
ICL is a leading UK supplier of e-business solutions and services. I represent ICL on public policy and regulatory issues relating to e-commerce, using my extensive technical and marketing backgrounds in the IT industry. I was a joint creator of the AEB - tScheme's original sponsor - and I have participated widely in AEB affairs since its formation. I am also the CSSA's E-Commerce Group Chairman.

As a retiring tScheme director, and before that a member of its informal management group, I have played a big part in creating tScheme as it now is. In particular, I was the author of the widely circulated tScheme Briefing and I lead the team developing the constitutional and contractual foundations of tScheme. So far, I have been editor-in-chief of the Memorandum, Articles and Rules. The team is now working on the standard contracts based on my first drafts.

If elected to the Board, I shall continue to press ahead with placing tScheme on a sound constitutional footing and I shall ensure tScheme's financial soundness during this challenging start-up phase. I believe in maintaining a strong sense of what tScheme should achieve and focusing on making it happen, by my personal working contribution where relevant.



Michael Lightowler, Chairman of Notaries for E-Commerce (NEC) Top
I am a Solicitor aged 47 years practising company commercial law in an eight partner practice. I have been with the firm for over twenty three years. I am also a Notary Public an office which I have held for over ten years. I am a member of the Council of the Notaries Society and my responsibilities include the training of student and newly admitted Notaries. I am a Director of an insurance brokers in the City and a liveryman with the Worshipful Company of Scriveners.

My particular interest in tScheme arises from my position as Chairman of Notaries for E-Commerce (NEC), a company established to complete a pilot project for Notaries to report on the capability of Notaries to conduct their professional business in electronic form following the passing of the Electronic Communications Act 2000. This project will identify the problems of being both user and provider of electronic trust services.

NEC is particularly interested in contributing to the formulation of profile and approval standards to be applied by tScheme. I have been involved in the preparation and refinement of tScheme’s constitutional and contractual documentation over the past year.

I am keen to see tScheme flourish as an organisation and I believe that my background in e-commerce and commercial law will make a valuable contribution to its further development.



Dick Mabbott, Head of Standards and Security, APACS Top
APACS (the Association for Payment Clearing Services) has responsibility for the integrity and security of new and developing payment systems. Its members are the major banks and building societies, many of which either have launched or are likely to launch trust services in the near future.

Digital signatures, digital certificates and PKI are at the heart of emerging security mechanisms underpinning e-commerce and the next generation of payment systems. The regulation of Trust Service Providers is an important confidence building element in the development of these services.

At APACS I manage a small team of security experts who are at the centre of advising the payments industry on information security. On behalf of our members, we actively participated in the government consultations on both the Electronic Communications Act and the Regulation of Investigatory Powers Act. We were also a founder member of tScheme and have been active within the organisation since its inception.

As a Director of tScheme I would ensure that active involvement continued. I would represent the payments industry within tScheme and at the same time represent tScheme to the major banks and building societies.




David Matthews, V.P. Trust Services, Chubb Information Security Ltd Top
David Matthews BA, CEng, FIEE, has more than 35 years experience at the leading edge of technology developments, working in senior management positions for Marconi, GEC, Chubb and now Baltimore Technologies. He has specialist knowledge of IT related security and specific expertise in advanced telecommunications, networking and eBusiness applications.

David currently holds the position of V.P. Trust Services within Chubb Information Security Ltd, a company recently acquired by Baltimore Technologies. He has set up and now manages, one of the largest and most secure PKI systems currently available. Responsibilities include the provision of Trust Services and hosting facilities for Enterprise PKI and Identrus systems in this country and overseas, together with related technical services.

David is a founder member of tScheme Board of Directors; is actively involved in establishing standards in the UK and achieving compatibility and consistency with those in Europe and overseas. He is a vibrant supporter of tScheme, encouraging others working with him to participate on tScheme committees and profile working groups.

In return for your support David promises high-energy commitment, representing the interests of TSPs/ASPs and in developing tScheme into an effective organisation meeting the self-regulatory requirements of Government, its members and most importantly, the needs of Trust Service customers and users.



Ian McKinnon, Director, Equifax Secure Europe Top
I have worked for Equifax for 10 years, most recently since January 2000 as Director, Equifax Secure Europe. Equifax Secure is one of the worlds leading Registration and Certificate service providers established in 1998. Equifax Secure has grown to become the second largest certification authority of e-marketplaces and has established itself as one of the premier public chained certificate authorities for secure socket layer (SSL), Code Signing and Secure E-mail.The company authenticates online consumer identity, secures business applications and manages digital certificates and directories for secure, private e-commerce over the Internet and other networks.

I have been involved in the tScheme as part of its initial informal management group, and am keen to contribute to the ongoing success of the tScheme. As a global provider of RA/CA services I believe that I can help lead the tScheme to establish itself in the market.

I began my career at Equifax in 1994 as customer communications manager and prior to that have held posts at British Telecommunications, Yellow Pages and Infolink.



Jim Pang, Director and General Manager, Royal Mail Electronic Service, Director Viacode Ltd. Top
I have served as one of the founding Directors and Vice Chairman of tScheme since it was formed. I have worked in various parts of Consignia (The Post Office) for over 30 years and have held various senior positions including Director of Quality and Strategic Director of Sales and Marketing prior to my present role which I have held for 6 years.

I lead the development of CA and Trust services through to the Launch of ViaCode in 1999. I have been an active contributor to the formative stages of the e-commerce bill and other related legislation, giving evidence to the Select Committee on issues such as key Escrow and arguing the industry case for self regulation. I would like to see the development of tScheme through to a soundly based respected organisation which is playing a major role in deploying Trust Services throughout the UK and across the world.



Anthony Parish - Director General of the Federation of the Electronics Industry Top
From the earliest stages in the development of the Electronic Communications Bill, FEI with the support of other members of the AEB took the lead in proposing self regulation for Providers of Trusted Services. Since the Bill became law, Government has looked to me as head of FEI and interim chairman of tScheme to ensure that we achieve our objectives and allow Government to avoid setting up their own certification scheme.

As a Trade Association, FEI has no commercial interest in tScheme, but nonetheless with its broad base of membership, including IT (hardware, software and services) and Telecoms companies, Operators of fixed and mobile networks and the semicondustor and component industries, it can make a major contribution to its success.

Anthony spent much of his career with IBM in marketing, development, strategic planning and public affairs (including responsibility for relations with Government on all standards, regulatory and technical issues. He has been Director General of FEI since 1996



Andy Ross, Director of eCommerce & Internet, Retail Direct, Royal Bank of Scotland Group Top
An engineer by training, I have held senior technical and product development roles within companies such as Reuters, Cable & Wireless and Citibank, working in the U.S. and Europe as well as the U.K. I have also spent time as a senior management consultant for Gemini Consulting, working at board level within major companies across Europe.

Originally, with NatWest as Director of Strategy for eCommerce and now as Director of eCommerce & Internet with the Royal Bank of Scotland, my responsibilities have been to develop the groupwide framework for eCommerce activity and to lead the deployment of retail internet banking and the development of digital signature and e-payments businesses. I also represent RBS on the boards of two eCommerce subsidiaries, IQ Port and Cybuy.

Our efforts in the digital signature and trust market have resulted in RBSG being the first U.K. bank to achieve production status with Identrus, the global digital signature and trust scheme. In addition, I have significant personal experience at the leading edge of e-trust, serving as both a Board Member of Identrus LLC and Committee Chairman of the APACS eCommerce Identity and Payment Scheme.

RBSG is committed to providing a range of e-trust services and is a strong advocate of the tScheme's objectives. To date, we have assisted with the development of the tScheme both directly and through APACS and we are keen to continue to bring the benefits of our experience and resources to it.



Dr David Sears, Director of Policy & Deputy Director General, British Chamber of Commerce Top
British Chambers of Commerce (BCC) represents the needs and views of more than 135,000 businesses in all sectors of the economy and of all sizes across the UK. 60 BCC accredited Chambers represent their business and political interests at local level and support the competitiveness and growth of all the businesses in their communities and regions.

BCC is a founder member of tScheme and provides a unique bridge between the technology developers, service providers, interested government agencies and their ultimate customers.

BCC understands the long term value of e-business to its member companies and already has a wealth of experience of the technical and behavioural problems to be overcome in order to ensure widespread cost effective and quality-assured take up.

David Sears joined BCC in March after a career in marketing, manufacturing, distribution and regulatory affairs in the Esso, Exxon and ExxonMobil group of companies. He has worked in a number of locations in the UK, and has recently returned to the UK after 20 years in Brussels. He has wide experience of balancing the requirements of change management and quality control systems in established organisations in and around the chemical and energy businesses. He has for many years been a champion of developing internet, intranet and e-commerce services within and between companies in the ExxonMobil group and with the companies, consultants and industry associations working on similar issues or on their behalf.

David looks forward to bringing this personal experience, and the rapidly extending practical experience now available via the BCC network of accredited Chambers and their 135,000 member companies, to the tScheme Board.



Andy Scott, Director International Competitiveness , CBI Top
I am an engineer by qualification and have been with the CBI for 28 years involved in a wide variety of policy functions ranging from education and training , fuel and energy ,regions and small firms , manufacturing and technology . I have been a Director of the organisation since 1991 and a member of the Management Board since 1995 My current responsibilities include the CBI's work on international trade promotion, benchmarking and business performance and the growing activities on e-business including the overall management of the Secretariat of the Information Age Partnership and the CBI's recently established E Business Council . I sit on a number of external and Government Committees representing the interests of CBI members.

The CBI is one of the five organisations which constitute the Alliance for Electronic Business and I am the CBI's representative Director on the AEB . It was the AEB which took the initiative in 1999 to establish the tScheme and I have been a member of the Interim tScheme Board since the beginning of 2000. The CBI represents the complete cross section of the business community including ICT companies, content providers , consultants and of course the business users and consumers of electronic trust services.



David Shapland, BT Ignite Top
I have worked for BT for 19 years and have been involved in eCommerce since 1996. I have been responsible for BT TrustWise, which is now the largest issuer of digital certificates in the UK, since the service was launched in July 1998. During this time, BT has been active member of the tScheme and contributed significantly to the development of the tScheme profiles.

I am a member of the Chartered Institute of Marketing (CIM) and have in the past served as the Vice-Chairman of Interactive Media in Retail Group (IMRG). If elected, I would use my experience and the resources of BT to help ensure that the tScheme meets the self-regulatory requirements of Government and provides a sound framework for TSPs to develop trusted services and engender customer confidence.
